
Dr. McDowell
Dr. Gladstone C. McDowell II is President of Targeted Care Solutions, an independent consulting firm specializing in pain medicine, patient safety, and medical device innovation. He retired from clinical practice in 2023 after more than two decades of leadership in pain management and neuromodulation.
Dr. McDowell founded Grant Pain Management and served as Director of Pain Services at OhioHealth Grant Medical Center. He later established and directed Integrated Pain Solutions private practice and the Gemini Surgery Center in Columbus, Ohio.
His academic journey began at the University of Miami, followed by medical training at The University of Texas Health Science Center at San Antonio. Originally trained in Urology, he completed residency and fellowship before retraining in Anesthesiology at the University of Colorado and pursuing subspecialty fellowship training in Pain Management at The Ohio State University. In 2008, he became a certified Patient Safety Officer through the Institute for Healthcare Improvement in Cambridge, Massachusetts.
A recognized author and thought leader in the field, Dr. McDowell was a founding member of the Cancer Pain Research Consortium and has served on the PolyAnalgesic Consensus Conference (PACC) panels (2007, 2012, 2016, 2024) and the Neuromodulation Appropriateness Consensus Committee (NACC) panels (2013, 2020). He is the developer and co-author of the PACC App (mobile summary of the PolyAnalgesic Consensus Conference publications of 2016 and 2024). He chaired the Steering Committee of the national PRIZM Intrathecal Registry and contributed to the Innovations Team of the Global Patient Safety Forum.
He has held faculty roles at national and international meetings, including the National Patient Safety Congress, National Press Club Safety Congress, National Institute for Health Care Fraud Conference, Cancer Pain Conference, Targeted Drug Delivery Conference, and the International Association for the Study of Pain. His expertise has also been featured at numerous U.S. and European neuromodulation and pain symposia.
